Frozen Pipes in a Milwaukee Winter: Before, During and After
Updated 2026-10 · Milwaukee, WI

Where pipes freeze in Milwaukee houses
- At the water meter and where the service enters through a cold foundation wall.
- Kitchen supply lines on exterior walls, especially in older frame houses.
- Lines running through enclosed porches, rear additions and crawlspaces.
- Hose bibs that were never shut off and drained from inside.
- Supply runs along the tall foundation walls of raised cottages and Polish flats.
Before the cold arrives
Milwaukee Water Works is direct about it: property owners are responsible for protecting both the pipes and the water meter. Its winter guidance comes down to keeping the basement heated and insulated, sealing drafts near pipes, wrapping exposed pipe, and running a small trickle of water when a cold spell sets in. Shut off and drain outdoor faucets from the inside valve in the fall. Find the main shutoff by the meter and make sure it turns, because January is a bad time to discover it does not.
When it is below zero
Open cabinet doors under sinks on outside walls so house heat reaches the pipes. Let a cold tap on the far end of the house run at a thin, steady trickle. Do not turn the thermostat down overnight in a deep freeze. If you are leaving the house and the heat could fail, close the valve nearest the meter so a split pipe cannot run all day.
If a pipe has frozen
No water at one fixture with water elsewhere means a frozen section, not a city problem. Open the faucet so melting water can move, then warm the pipe slowly from the faucet end back towards the frozen spot with a hair dryer or a heating pad. Never use an open flame or a torch; it is how houses catch fire and how pipes burst from steam. If the meter itself may be frozen, call Milwaukee Water Works’ meter services, because a frozen meter can crack and leak when it thaws. A frozen service line under the yard is a different and expensive job, and the city warns it can cost hundreds of dollars an hour to dig frozen ground or run a thawing machine.
When it splits
Most frozen pipes split while frozen and leak when they thaw, often hours later. Close the main shutoff, open the lowest faucet to drain the system, switch the water heater to pilot or off if the house is draining down, and keep away from water near electrical equipment. Then call. The emergency page has the full first-ten-minutes list.
Pipe split or no water in a cold snap? Shut the main valve and call.
The demand curve says the same
Search demand for an emergency plumber in Milwaukee peaked at about 1,300 a month in January in the research data, against about 210 in May and June. The coldest weeks are when every plumbing company in the city is busiest. Prevention done in November costs a few dollars and an hour. The repair in January does not.
Where to go next
- If a pipe has already burst
- Lake wind and older Bay View houses
- Raised cottages and exposed supply runs
Common questions
Should I leave a tap running?
In a deep cold snap, a thin steady trickle on a cold tap at the far end of the house helps keep water moving. Milwaukee Water Works includes it in its winter guidance.
Who pays to thaw a frozen meter?
Owners are responsible for protecting the meter from damage. Call Milwaukee Water Works’ meter services if you suspect it is frozen, and ask about charges then.
Can I use a space heater?
A space heater in an unheated area can help, kept well clear of anything that can burn and never left running unattended. Never use an open flame on a pipe.
