When Milwaukee Plumbing Work Needs a Permit

The rule in one line

The City of Milwaukee says all plumbing work in the city needs a permit from the Permit and Development Center, and the person applying must hold a master plumber, master plumber restricted service, or master plumber restricted appliance credential. The exception is the owner-occupant of a one-family building. We are not a plumbing company and this is not a ruling on your job: check with the city before work starts, because details change.

What the inspection is for

The city’s plumbing inspectors check water distribution piping, fixtures, equipment and appliances inside buildings, and the system is tested for leaks. A permit is the reason someone other than the installer looks at the work, and that matters most on jobs you cannot see afterwards: piping inside walls, a new water heater’s venting, drain work under a floor.

Jobs that commonly involve a permit

  • Water heater replacement (the city counts water heaters as fixtures in its plan review guidance).
  • Adding or relocating fixtures, or repiping supply or drain lines.
  • Sewer lateral repair or replacement, including work in the street.
  • Backwater valve installation.

Larger projects with many fixtures can also need plan review before a permit is issued. A licensed plumber knows where those lines fall and should say so on the quote.

The owner exception, and why it often does not apply

Wisconsin law exempts plumbing done by an owner in a one-family building they own and live in, unless local rules say otherwise, and Milwaukee’s version of that exception still expects a permit. It does not cover a duplex, a Polish flat with a rented lower unit, or a property you do not live in. In a city where duplexes are a large share of the housing, a lot of owners fall outside it.

Checking the licence

Wisconsin’s Department of Safety and Professional Services licenses plumbers. Its public credential lookup at license.wi.gov lets you search by name or licence number and shows the credential type and whether it is current. Ask the company for the name of the master plumber on your permit and look it up. Wauwatosa and West Allis issue their own permits, but the state licence is the same everywhere in Wisconsin.

Want the job done with the permit handled? Call and a licensed local company can quote it.

Common questions

Do I need a permit to replace a toilet or faucet?

Simple like-for-like fixture swaps are where rules are most often relaxed, and where they vary. Ask the city or the plumber rather than assuming.

What happens if work was done without a permit?

It can surface at sale, at an insurance claim or at an inspection, and the fix can mean opening work up. If you bought a house with obvious unpermitted plumbing, have it looked at.

Who pulls the permit, me or the plumber?

Outside the one-family owner-occupant exception, the licensed plumber does. It should be on the quote.
